What is lacking is a comprehensive strategy comprising meaningful components which complement each other.A minimum cut of 5% in reductions by 2020 sends a signal to the rest of the world that Australia is snubbing it nose at the 25% - 40 % "bare minimum" cuts in emissions for developed countries that were discussed by the UN at Bali. The cuts suggested at Bali are themselves barely enough to keep the world on the right side of a 2 degree increase in global temperatures. If other nations of the world were to follow our 5% example, then the environmental result is likely to be catastrophic. It defies belief that both Minister Wong and Prime Minister Rudd travelled to the parched heart of the Murray Darling and returned from this trip, clutching such a paltry interim target under their arm. In his address to the National Press Club today, Kevin Rudd spoke of climate change as an "elephant in the room" that can't be ignored. However, not only do the Government's do-nothing interim emissions cuts ignore the elephant, but the devising of a Carbon Pollution Reduction Scheme that rewards fossil fuel polluters is the equivalent of placing the trunk in the feed trough. Whilst the weekend's announcement of a $1.4 billion injection of funds to propel the expansion of select renewable energy facilities on a commercial scale is to be acknowledged, it is prudent to recall that less than six months ago this Government undermined the domestic renewable energy sector its first Budget by announcing the termination of the Howard Government's highly successful rebate for solar panels. This is a Federal Government at Climate Change 'cross-purposes', clearly indicated by the ongoing and massive tax payer subsidisation of the fossil fuel industry, along with the White Paper's support for a multi-billion dollar compensation of polluting industries. |
